WORKSHOP MINUTES <br />CITY COUNCIL <br />DECEMBER 13, 2023 <br />The Public Works Director reviewed the concept plan for Little Canada Road, Country Drive <br />and I-35E intersections. He stated that Bolton & Menk has been working on preliminary <br />planning and engineering for the past 18 months which will be helpful when applying for grant <br />funds as often more points are given for projects that have plans already done. He noted that <br />staff is continuing to apply for more grant funding for this project. <br />The Community Development Director reviewed developing small area concept plans for <br />redevelopment opportunities. She explained that she is working with the Urban Land Institute to <br />bring their Technical Advisory Panel (TAP) to Little Canada for a series of workshops with the <br />City Council in April 2024. <br />The Administrative Fellow reviewed the excess land project and explained that he looked at <br />many city -owned parcels, unused right-of-way and unusual property issues to determine whether <br />they should be removed or kept, and worked with Ramsey County to update their records and <br />maps. A detailed listing of these parcels has been provided to staff, and the Community <br />Development Department will be responsible for resolving these issues going forward. <br />The City Clerk reviewed the status of the new software, OpenGov, that will be used for permits, <br />licenses, planning and code enforcement tracking. She noted that staff has begun using <br />OpenGov for a couple licenses so far, but will be used fully beginning on January 1. <br />The Finance Director reviewed the new invoice workflow system and the plans for a new <br />electronic timekeeping payroll system in 2024. <br />The City Administrator reviewed the strategic plan initiative to consider alternative policing <br />models and noted that budgeted funds in 2023 were carried forward into 2024.
