MINUTES CITY COUNCIL DECEMBER 20, 2023 the issuance would be $13,000,000 which at one half percent rate would be a fee of $65,000 for the City. Mayor Fischer commented that the benefit to the City is the issuance fee and there is no liability for the City in return. He asked when the public hearing would be held. Mr. Burns commented that this would be a similar step to last request that the Council took action on. He stated that the project will continue to work on funding requests and the public hearing will be held later in that process. He noted that a public hearing is required to issue the conduit revenue bonds. T. Miller introduced the following resolution and moved its adoption: RESOLUTION NO. 2023-12-162 — CALLING FOR A PUBLIC HEARING ON A PROPOSAL FOR A HOUSING FINANCE PROGRAMAND GIVING PRELIMINARY APPROVAL TO THE ISSUANCE OF HOUSING FACILITYREVENUE BONDS TO FINANCE A MULTIFAMILY HOUSING PROJECT PURSUANT TO MINNESOTA LAW, AND A UTHORIZING PUBLICA TION OF A NOTICE OF THE HEARING (THOMPSON FLATS APARTMENTS PROJECT) The foregoing resolution was duly seconded by Kwapick. Ayes (5). Nays (0). Resolution declared adopted. 2024 PLANNING COMMISSION APPOINTMENTS AND SELECTION OF PLANNING COMMISSION CHAIR FOR 2024 The City Clerk explained tonight the Council is asked to consider appointments to the Planning Commission as well as selection of a Chair. She reviewed the members with expiring terms noting that Commissioner Buesing has retired from the Commission as he has served his three terms, noting that Commissioners Thorson and Carlson -Clark have requested to be reappointed. She stated that two additional interviews were conducted, and the interview committee selected Kally Haluptzok for the third seat. She stated that the Mayor will decide who to appoint as the Chairperson. Mayor Fischer commented that he and Gutierrez had the pleasure to serve on the interview process and it is great to see the quality candidates that continue to come forward. He believed that the new addition would complement the current Commission. Gutierrez introduced the following resolution and moved its adoption: RESOLUTION NO. 2023-12-163 —APPOINTING ERIC THORSON, EMIL CARLSON- CLARK, AND KALL Y HAL UPTZOK TO THREE-YEAR TERMS FROM 2 024-2 02 6 The foregoing resolution was duly seconded by Kwapick.
