STAFF REPORT <br />TO: Mayor Fischer and Members of City Council <br />FROM: Chris Heineman, City Administrator <br />DATE: September 27, 2023 <br />RE: Presentation on Tubman Legal Advocacy Services <br />BACKGROUND: <br />Tubman has provided legal advocacy services for the East Metro region of the Twin Cities <br />(including the City of Little Canada) for more than 45 years. Jennifer Dickenson, Director of <br />Legal Services for Tubman, reached out to Mayor Fischer and myself this summer and requested a <br />meeting to provide further information on how Tubman works with clients on criminal and civil <br />advocacy. <br />Mayor Fischer and I initially met with representatives from Tubman on Tuesday, September 12. At <br />this meeting, Jennifer shared that Tubman regularly provides assistance to the Ramsey County <br />Sheriff’s Office and to our prosecuting attorney (Martin Norder from Kelly & Lemmons). One of the <br />things we learned is that while both Hennepin and Washington Counties provide direct funding to <br />Tubman for their services, Ramsey County does not. After sharing additional details about the <br />many services Tubman provides, Jennifer Dickenson requested an opportunity to present to the City <br />Council to request financial support from the City of Little Canada. <br />Included in the agenda packet is a cover letter from Jennifer Dickenson and additional information on <br />the services that Tubman provides. A brief presentation will be provided at the City Council meeting. <br />RECOMMENDED ACTION: <br />This is a presentation for information purposes only. No action is required at this time.
