<br />09/21/2023 <br /> <br /> <br />Dear Mayor Fischer and Little Canada City Council, <br /> <br />I am reaching out to share information regarding Tubman’s legal advocacy services <br />within the city of Little Canada. My team and I look forward to meeting with you at <br />your city council meeting next week to talk further about how we work with clients <br />in the context of criminal and civil advocacy, as well as the broad scope of Tubman <br />services available to the clients we serve. <br /> <br />For more than 45 years, Tubman has been helping people of all ages, genders, and cultural <br />backgrounds to find safety, hope, and healing. Our Legal Services program has served the East <br />Metro region of the Twin Cities, including Ramsey and Washington counties, since Family Violence <br />Network (one of our predecessor organizations) began in 1981. <br /> <br />Our Legal Services within your community include: criminal court legal advocacy to ensure victim’s <br />rights are met through the criminal legal system; legal clinics regarding divorce, custody, child <br />support, and other family law issues; pro bono attorney representation; and assistance drafting <br />Orders for Protection and Harassment Restraining Orders, including providing civil advocacy <br />throughout the process of obtaining this important order. <br /> <br />Additionally, Tubman offers a broad continuum of services, including emergency shelter for <br />people of all genders; transitional housing; mental and chemical health counseling; youth <br />mentorship and leadership development; in-school violence prevention curriculum; support <br />groups; a clothing closet; and more. More than 17,700 people accessed Tubman services last year <br />to develop safety plans, meet their goals, and keep going forward through violence and trauma. <br /> <br />According to our data, 88% of our crisis and intervention clients have income at or below 200% of <br />the federal poverty guidelines, and 60% identify as Black, Indigenous or people of color (BIPOC). <br />In addition, 46% of clients are children and youth up to age 24. <br /> <br />We have been so fortunate to partner with the Ramsey County Sheriff’s Department and Kelly <br />and Lemmons prosecution team to provide legal services to help victims of violence in Little <br />Canada. In 2022 we provided the following services to Little Canada: <br /> <br />• 3 clients with drafting a protective order and civil advocacy through the process <br />- The average cost per service for an Order for Protection is $590.97 <br />- The cost of providing support in these protective order cases was $1,772.91 <br />• 51 Criminal Advocacy cases <br />- The average cost per service for a criminal advocacy case is $507.00 <br />- The cost of providing support in these criminal cases was $25,857.00 <br />• 16 Legal intervention line calls from law enforcement <br />- The average cost per service for an intervention call from law enforcement is $25.99 <br />- The cost of providing support to law enforcement on scene was $415.84 <br />• The community of Little Canada’s Return on Investment for Tubman’s legal advocacy <br />services was $28,045.75.
