CITY OF LITTLE CANADA <br />POLICY IMPLEMENTING AND ALLOWING EXPENDITURES FOR <br />AN EMPLOYEE & VOLUNTEEER <br />RECOGNITION PROGRAM AND OTHER PUBLIC PURPOSES <br />POLICY <br />The Mayor and City Council, cognizant of the fact that public funds must be spent for public <br />purposes pursuant to Minnesota Statutes and the laws of Minnesota which provide for the <br />expenditure of public funds only when done for public purposes; do believe that it is necessary <br />and proper to provide for the funding of an employee recognition program for City employees to <br />encourage and reward stability in employment, a sense of unified purpose, team building and <br />acknowledgement. The Mayor and City Council further view such a recognition program as an <br />important component of the overall employee compensation package extended to employees to <br />further continued, successful and rewarding employment. <br />To provide assistance and guidance in the implementation of the program, the City Council has <br />adopted the following public purpose guidelines for use by the City Administrator, elected <br />officials and appointed department heads to establish specific administrative policies and <br />procedures that are consistent with these guidelines. This policy is designed to enhance <br />productivity and foster excellence by maintaining a productive environment for City employees. <br />Definition: A public purpose expenditure is one which relates to the purpose for which the <br />City of Little Canada exists and the duties and responsibilities of Little <br />Canada, its elected and appointed officials, employees and other <br />representatives. <br />PUBLIC PURPOSE <br />1. Training and development programs for Little Canada employees and its official <br />representatives serve a public purpose when those training and development <br />programs are directly related to the performance of the employees and the <br />officials job-related duties are directly related to the programs/services for which <br />the City is responsible. <br />2.Payment of employee work-related expenses, including travel, lodging and meal <br />expenses, serves a public purpose when those expenses are necessarily incurred <br />by Little Canada employees and its official representatives in connection with <br />their actual work assignments or official duties and those expenses are directly <br />related to the performance of the governmental functions for which Little <br />Canada has responsibility. <br />3. Appropriate safety and health programs for Little Canada employees serve a <br />public purpose because they result in healthier and more productive <br />employees and reduce certain costs to the City and the taxpayers of Little <br />Canada, including various costs associated with workers compensation and <br />disability benefit claims, insurance premiums, and lost time from employee <br />absences. <br />Attachment 1 - Current Policy
