<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Fischer and Members of City Council <br /> <br />FROM: Chris Heineman, City Administrator <br />Laura Linehan, Community Relations Manager <br /> <br />DATE: September 27, 2023 <br /> <br />RE: Proposed City Proclamation Policy and Procedure <br /> <br />ACTIONS TO BE CONSIDERED: <br />Staff requesting consideration of Council to approve the City of Little Canada City Proclamation <br />Policy and Procedures. <br /> <br />BACKGROUND: <br />Currently, there is no formalized policy and procedure regarding how proclamations are or are <br />not brought to the council for consideration. Request for proclamations currently come from <br />several sources, but most often, are received by the City Clerk/HR Manager and then discussed <br />with the City Administrator and, at times, the Mayor to determine if a proclamation should be <br />added to an agenda packet for the council to consider. The lack of formalized structure places the <br />city in the potential position of “picking” and “choosing” rather than allowing or denying based <br />on established policies and procedures. Therefore, while the City of Little Canada has not had a <br />particular issue or concern with proclamations, staff felt it was appropriate to conduct research to <br />gauge best practices in managing requests. <br /> <br />Staff contacted the following communities for information regarding proclamation policies and <br />procedures. Communities include the City of Little Canada’s standard comparable community <br />list, in addition to some larger organizations.
