<br />1. When receiving a request for a proclamation, how do you determine if a request is <br />“approved” to be placed on an agenda? <br />2. If you deny a proclamation, have you formally denied it? (i.e., written letter, etc.) <br />3. Do you involve any elected officials before placing a proclamation on an agenda to <br />ensure Council support? If so, what does that procedure entail? <br /> <br />Below in Table 2 is a synthesized overview of proclamation policies and procedures for each <br />surveyed community. Should the council wish to proceed in drafting formal policies and <br />procedures, staff would utilize the policies and procedures from the surveyed communities to <br />provide a draft. <br /> <br />Table 2: Overview of Proclamation Policy and Produces <br />Community Proclamation Policy and Procedure <br />Arden Hills <br />No formal policy <br />• Mayor and City Administrator set agenda, determine if <br />proclamation will be added <br />• Standard proclamations added annually <br />• Council members may bring proclamation requests <br />Bloomington <br />Formal policy <br />• Mayoral proclamations outside of council meetings <br />o Organizations with official relationships with the city, <br />organizations hosting a convention in Bloomington, nonprofit <br />organizations if requested by Bloomington resident or city <br />department activity participating, company or organization that <br />has been in business for at least 50 years <br />• At City Council <br />o The city is a sponsor of the event, the organization has an <br />official relationship with the city related to the city's mission, <br />the organization is a long-time recipient of proclamation, <br />nonprofit if requested by a city department, organization, or <br />business has been in the city for at least 50 years <br />• Not allowed <br />o Promotes or fosters discrimination, supports or opposes <br />political campaigns or ballot measures, supports solicitations of <br />commerce, no official interest with the city, outside of the <br />purview of city governance <br />Eagan <br />Formal policy (adopted in 2004) <br />• Will only consider proclamations or resolutions that pertain <br />specifically to local government service delivery <br />• The City Administrator will have the responsibility of reviewing <br />requests <br />o If pertaining to local government service delivery, will be <br />included on a regular City Council agenda with final approval <br />ultimately with the City Council
