<br />Edina <br />No formal policy <br />• Two types of proclamations: <br />o “Mayor Proclamation” that does not go to the City Council but <br />could be presented at an event. The staff works with the City <br />Manager and Mayor to manage these processes <br />o Formal City Council-level proclamations often come from <br />departments and those that have been historically done. Before <br />adding to an agenda, staff will confer with the Mayor and new <br />City Council members <br />Lakeville <br />No formal policy <br />• Traditionally, do only three yearly (National Night Out, National <br />Day of Prayer, and Arbor Day) <br />• If a request is received, staff will outline Lakeville only does three, <br />and the City Council has agreed not to do more <br />Maplewood <br />No formal policy <br />• Proclamations do not go to the City Council for approval; they are <br />signed by the Mayor only <br />Roseville Formal policy <br />• The Human Rights, Inclusion and Engagement Commission makes <br />a formal recommendation to add to an agenda or council member <br />requests. Human Rights Commission is tasked with creating a list <br />of proclamations each year <br />o Proclamations may correspond to Federal or State <br />government observances of individuals or groups <br />o Must relate specifically to an interest of the residents of the <br />City <br />o Must relate to a stated policy of the City as established in <br />documents (such as Imagine Roseville) <br />o May be adopted to recognize achievements of individuals or <br />groups with a Roseville connection <br />o Policy not to adopt proclamations designed to advance <br />political, financial, charitable, or religious viewpoints or <br />causes <br />Shoreview <br />No formal policy; however, a formal draft is in process <br />• Mayor, on behalf of the council, issues proclamations that <br />recognize awareness for programs, events, activities, organizations, <br />groups, causes, and individuals that enhance Shoreview’s quality of <br />life. The subject of the proclamation must be: <br /> Of local significance and impact on Shoreview’s <br />quality of life <br /> Of historical significance to the Shoreview <br />Community <br /> Related to services, initiatives, or programs that the <br />city is responsible for
