1 <br /> <br /> <br /> <br /> <br /> <br /> <br />City of Little Canada <br />City Proclamations Policy and Procedures <br />DRAFT – September 27, 2023 <br /> <br />PURPOSE <br />From time to time, the City of Little Canada receives requests for proclamations to be placed on a <br />City Council agenda for consideration. <br /> <br />This policy outlines topics that will and will not be approved for City Council consideration if a <br />proclamation is requested. In addition, this document will outline procedures once a proclamation <br />request is received. <br /> <br />It is intended that this document will be revised from time to time. Revision dates will be <br />indicated at the end of the policy. <br /> <br />POLICY <br />The city will allow consideration and reading of proclamations at City Council meetings as set forth <br />on the agenda so long as: <br />1. The city is a sponsor of the event for which the proclamation is requested (for example, Night <br />to Unite); <br />2. The organization requesting a proclamation has an official relationship with the city or is one <br />in which the City of Little Canada employees are participating (for example, Arbor Day); <br />3. The proclamation request is directly related to the city’s mission as a local government entity <br />(Public Works Week, Parks and Recreation Professional Month); <br />4. The organization requesting a proclamation is a long-time recipient of proclamations at City <br />Council meetings; <br />5. The proclamation request is made by a city department or division, or a City of Little Canada <br />resident actively participating in a local, state, or national government non-profit organization <br />that is recognizing a specific day, week or, month; <br />6. The company or organization requesting a proclamation is being recognized for having been <br />in business for at least 50 years in Little Canada; <br />7. The subject of the proclamation must be: <br />a. Of local significance and impact on Little Canada’s quality of life; <br />b. Of historical significance to the Little Canada community; <br />c. A Little Canada resident whose personal achievements are noteworthy and/or support <br />the city's mission. <br /> <br />The following types of proclamation requests will not be placed on an agenda for City Council <br />consideration: <br />1. Any proclamation request that promotes, fosters, or perpetuates discrimination on the basis <br />of race, creed, color, age, religion, gender, marital status, status with regard to public <br />assistance, national origin, physical or mental disability, or sexual orientation;
