INTRODUCTION <br />The City of Little Canada is planning roadway reconstruction efforts on Jackson Street during the <br />2024 construction season, in accordance with the Capital Improvement Plan. This report will focus <br />on proposed improvements associated with the 2024 Improvements, City Project No. 2024-02. <br />Refer to Figure 1 in Appendix A for a depiction of the project area. <br />This report focuses on roadway improvements that include pavement reconstruction, new curb and <br />gutter, minor watermain improvements, storm and sanitary sewer improvements, and other <br />improvements in accordance with the City’s Comprehensive Plan. <br />This report will review the existing conditions of the defined project area and discuss, in detail, the <br />proposed improvements. The report will also provide preliminary cost estimates for the proposed <br />improvements with financing for the projects coming from a combination of special assessments <br />and the City’s Infrastructure Capital Improvement Fund. <br />An informational meeting for the project area was held on September 26, 2023. There, the <br />proposed project scope, costs, and funding sources were discussed with the opportunity for <br />property owners to comment on the project and ask questions. <br />A representative from one property attended the informational presentation and open floor project <br />discussion with staff. Another property owner that was unable to attend the informational meeting <br />called project staff the next day to hear more about the proposed project and ask questions. <br />Generally, the two property owners that engaged with project staff had general questions about <br />the process and special assessments. Project staff did not hear or receive any notable opposition to <br />the proposed improvements or project in general. <br />If the City elects to proceed with the proposed street and utility improvements described in this <br />report, it is anticipated that construction would begin in 2024 as detailed in the project schedule <br />found on Page 7. <br />
