BACKGROUND <br />Jackson Street is a rural City-street that serves commercial and residential uses. Annual average <br />daily traffic (AADT) data for this road is unavailable but assumed to be less than 500 vehicles per <br />day, classifying it as a low volume road. <br />Jackson Street was constructed in 1970 and has received routine street maintenance in an effort to <br />prolong the life of the pavement. Annual pavement patching has also occurred as needed. The <br />utility infrastructure has been maintained on a routine basis since construction. The road has aged <br />and deteriorated to the point where rehabilitation is required to prong the life of the roadway. <br />III. EXISTING CONDITIONS <br /> Street <br />Jackson Street is a bituminous roadway that ranges <br />between 16 and 20 feet from edge to edge. Jackson <br />Street currently does not have any curb and gutter. <br />The pavement shows significant signs of wear and <br />distress, including cracking and potholes, which are <br />typical for a pavement of this age. The existing <br />pavement section is assumed to include 4” of asphalt <br />on top of 6” of apparent aggregate base. This is a <br />typical pavement section for a City road of this age <br />and character. <br /> Watermain <br />The existing watermain consists of a 6-inch diameter <br />ductile iron pipe that extends south from Little Canada <br />Road where it ends at the hydrant on the south end of <br />Jackson Street. The water system has performed well, and there are no known deficiencies <br />with the system. Based on the age, type, and positive performance of the watermain, the <br />useful life of the system is expected to outlast the pavement improvements described in this <br />report. <br /> Sanitary Sewer <br />The existing sanitary sewer consists of 8” vitrified clay pipe (VCP) that conveys wastewater <br />north past Little Canada Road then heads east into a Metropolitan Council Line. The existing <br />VCP sanitary sewer is in fair to good condition. Based on the age, type, and positive <br />performance of the sanitary sewer, the useful life of the system is expected to outlast the <br />pavement improvements described in this report. <br /> Storm Sewer <br />Stormwater is conveyed in a 24” reinforced concrete pipe west from Round Lake northward <br />past Little Canada Road. Storm sewer piping generally consist of reinforced concrete pipe <br />(RCP) in varying sizes from 24-inch diameter and larger. <br />With the new addition of curb, catch basins and piping will be added to help collect and <br />convey stormwater. <br /> <br /> <br /> <br /> <br />Exhibit 1 - Jackson Street Existing <br />Pavement
