Prepared by: Bolton & Menk, Inc. PROPOSED IMPROVEMENTS
2024 Country Drive Improvements ǀ 0N1.125375 Page 3
Mobile Estates.
Several existing catch basins have deteriorated and require full replacement. The
deterioration has led to minor sinkholes that have been filled and patch by City staff until
they can be replaced.
Several of the roadside ditches have filled in with sediment and require routine maintenance
and ditch cleaning.
IV. PROPOSED IMPROVEMENTS
Street
Current pavement distress patterns indicate
surface-level wear but no significant deterioration
of the underlying bituminous pavement. Braun
Intertec was retained to perform a thorough
investigation of the existing bituminous pavement.
Braun took 5 shallow soil borings and 5 pavement
cores within the 2024 project area and summarized
the findings in a Geotechnical Evaluation Report.
The summary of findings indicate that there is 7”-
10.5” of existing bituminous pavement and that the
pavement below the top 2.5” is still in good
condition. A mill and overlay consists of replacing
the top layer of existing bituminous pavement to a
specified depth while preserving the existing
material below.
Based on the pavement age and current distresses,
the proposed street improvement for Country Drive is a 3” Mill and Overlay. A depiction of
the proposed street improvements is shown in Figure 2 and Figure 3 in Appendix A. In order
to help prevent or delay reflective cracking through the new pavement, a bituminous
underseal is proposed on the milled surface. This technique is a cost-effective way to prevent
reflective cracking and is utilized in other metro area communities on mill and overlay
projects.
In addition to the mill and overlay, curb and gutter that is cracked, weathered, or heaved will
be removed and replaced with new curb and gutter. This improves stormwater conveyance to
catch basins and prevents the intrusion of stormwater into the roadway base.
Watermain
The existing ductile iron watermain is in good condition and is proposed to be left in place.
Existing gate valves within the pavement will be adjusted up and down during construction.
If the existing gate valve stack is chipped or broken it will be replaced. The project cost
estimate includes replacement of broken gate valve stacks as needed.
Sanitary Sewer
The existing sanitary sewer network is in good condition and is proposed to be left in place.
Existing city-owned sanitary sewer manholes in the pavement will receive new castings and
be adjusted to the new pavement elevation. New castings will also be fitted with exterior
chimney seals to prevent inflow and infiltration (I/I).
Storm Sewer
Existing storm sewer structures that are failing will be replaced or rehabilitated with the
project. Additionally, any castings that are broken will be replaced. Roadside ditches that are
Exhibit 2 – Mill and Overlay
