BACKGROUND <br />Country Drive is a collector roadway that serves the area north of Little Canada Road and west of <br />Interstate 35E. It is on the City’s Municipal State Aid System (MSAS) with annual average daily <br />traffic (AADT) ranging from 2,900 to 3,000 vehicles per day based on the 2018 count data. The <br />roadway was constructed as a frontage road to Interstate 35E in the early 1970’s. <br />Over the years, Country Drive has received crack seal and sealcoat treatments in an effort to <br />prolong the life of the pavement. Annual pavement patching has also occurred as needed. The <br />utility infrastructure has been maintained on a routine basis since construction. The road has aged <br />and deteriorated to the point where rehabilitation is required to prong the life of the roadway. <br />III. EXISTING CONDITIONS <br /> Street <br />Country Drive is a bituminous roadway that <br />measures 36 feet from face of curb to face of curb. <br />Country Drive has concrete curb & gutter located <br />on both sides. The pavement shows signs of wear <br />and distress, including cracking and potholes, <br />which are typical for a pavement of this age. Refer <br />to Figure 2 in Appendix A for a depiction of the <br />existing roadway section. The existing pavement <br />section includes 7”-10.5” (8” average) of asphalt on <br />top of 4”-15” (8” average) of apparent aggregate <br />base. This is a more robust pavement section than <br />typical City roads and was likely built to a higher <br />pavement standard due to the higher volume of <br />truck traffic on Country Drive. <br /> Watermain <br />The existing watermain consists of 12-inch and 8- <br />inch diameter ductile iron pipes that extend south <br />from Ryan Drive. The water system has performed well, and there are no known deficiencies <br />with the system. Based on the age, type, and positive performance of the watermain, the <br />useful life of the system is expected to outlast the pavement improvements described in this <br />report. <br /> Sanitary Sewer <br />An existing 12” diameter reinforced concrete pipe (RCP) sanitary sewer runs along South <br />Owasso Boulevard before crossing Interstate 35E. The existing RCP sanitary sewer is in good <br />condition. Based on the age, type, and positive performance of the sanitary sewer, the useful <br />life of the system is expected to outlast the pavement improvements described in this report. <br />An existing 42” diameter Metropolitan Council gravity interceptor line runs crosses Country <br />Drive and runs south along the west side of the right-of-way. No impacts to the existing <br />sanitary sewer line are anticipated with this project. <br /> Storm Sewer <br />Stormwater is conveyed along the roadway through a network of catch basins, roadside <br />ditches, and driveway culverts. Storm sewer piping and driveway culverts generally consist <br />of reinforced concrete pipe (RCP) in varying sizes from 24-inch diameter and larger. Notably, <br />the I-694 stormwater pond system runs underneath Country Drive with a 122-inch diameter <br />storm sewer pipe before eventually flowing into the ditch system that surrounds North Star <br />Exhibit 1 – Existing Country Drive Pavement
