from land use to the average volume of storm water runoff generated by a typical single family
residential land use, during a standard one (1) year rainfall event. Single-family homes and
townhomes are set at one ERU. Commercial, industrial, public/institutional, and multi-family
properties are all calculated based off of ERUs. Those properties are generally larger and have
more impervious surface so they are assigned a larger amount for their stormwater fee.
Based on anticipated stormwater infrastructure needs in 2024, staff is recommending an initial
goal of $500,000 to get the fund established. In order to reach this amount, the annual cost for
one equivalent residential unit (ERU) will be $82. Each single-family home and townhome will
be billed $20.50 per quarter for a total of $82 per year. Other types of properties will be billed
different amounts depending on a calculation of the lot size and impervious surface.
The Stormwater Utility fee will be included on each property’s quarterly utility bill along with
water, sewer, and trash. If approved, the first portion of the fee will be included in the first
quarter utility bill, which will be distributed in mid-April 2024.
RECOMMENDED ACTION:
Action 1: Motion to Adopt Ordinance 878, enacting City Code Chapter 214 establishing a
Stormwater Utility Fund in Little Canada and approve publication of a summary ordinance.

Action 2: Motion to Adopt Ordinance 883, Amending the Little Canada Fee Schedule to add a
stormwater utility fee with one Equivalent Residential Unit (ERU) set at $82 per year effective
January 1, 2024.
