CITY OF LITTLE CANADA <br />RAMSEY COUNTY <br />STATE OF MINNESOTA <br />ORDINANCE NO. 878 <br /> <br /> <br />AN ORDINANCE ENACTING CITY CODE CHAPTER 214, STORMWATER UTILITY <br /> <br /> <br />The City Council of the City of Little Canada, Ramsey County, Minnesota does hereby ordain: <br /> <br />SECTION 1. The City Council of the City of Little Canada hereby enacts Chapter 214, Stormwater <br />Utility to the Little Canada Municipal Code as follows: <br /> <br />214. STORMWATER UTILITY <br /> <br /> <br /> 214.010. ESTABLISHMENT OF STORMWATER UTILITY. The municipal storm sewer <br />system shall be conducted as a public utility pursuant to M.S. Section 444,075 from which revenues <br />will be derived subject to the provisions of the Ordinance and said Minnesota Statutes. The <br />stormwater utility shall be a part of the Public Works Department. Just and reasonable changes for <br />use, access, connection, and availability of storm sewer drainage facilities shall be calculated and <br />determined based on expected and typical storm water runoff as may be calculated within <br />reasonable and practical limits and with dues and equitable charges. <br /> <br /> 214.020. PURPOSE. The purpose of all funds derived from the storm water drainage utility <br />is to pay for all or part of the construction, reconstruction, repair, expansion, improvement, <br />acquisition, maintenance, operation, administrations, and use of the stormwater utility as established <br />by the City of Little Canada. All revenues derived from the fee shall be credited to the appropriate <br />stormwater fund. <br /> <br /> 214.030. DEFINITIONS. Equivalent Residential Unit (“ERU”) – One (1) ERU is defined <br />as the ratio of the average volume of surface water runoff generated from land use to the average <br />volume of storm water runoff generated by a typical single family residential land use, during a <br />standard one (1) year rainfall event. <br /> <br /> 214.040. DETERMINING ERU’S FOR LAND USES. The ERU values for various land <br />uses are as follows: <br /> <br />Land Use <br />Classification Land Use ERU <br /> <br />1.
