CITY OF LITTLE CANADA <br />RAMSEY COUNTY <br />STATE OF MINNESOTA <br />ORDINANCE NO. 881 <br /> <br />AN ORDINANCE AMENDING CITY CODE CHAPTER 1103, LIVESTOCK, TO <br />ALLOW THE RAISING OF CHICKENS WITHIN THE CITY <br /> <br /> <br />The City Council of the City of Little Canada, Ramsey County, Minnesota does hereby ordain: <br /> <br />SECTION 1. The City Council of the City of Little Canada hereby amends Chapter 1103, <br />Livestock, of the Little Canada Municipal Code by adding the underlined material and deleting <br />the stricken material as follows: <br /> <br />1103.020. UNLAWFUL KEEPING. It shall be unlawful for any person to keep, raise, breed or <br />feed livestock more specifically set forth as cows, steers, cattle of any kind, horses, sheep, goats, <br />lambs, pigs, or any other domesticated farm animal raised and/or maintained for food, produce, <br />breeding, dairying, or other recognized farm income livestock operation in the City. It shall also <br />be unlawful for any person to keep, raise, breed, or feed poultry and/or non-chicken, fowl, or <br />pigeons within the City. <br /> <br />1103.030. THE RAISING OF CHICKENS WITHIN THE CITY. <br />1. DEFINITIONS <br />a. City – shall mean and refer to the City of Little Canada. <br />b. Brooding – means the period of chickens growth when supplemental heat must be <br />provided, due to the bird’s inability to generate enough body heat. <br />c. Coop – the structure for the keeping or housing of chickens permitted by the <br />Section. <br />d. Exercise Yard – an optional larger fenced area that provides space for exercise <br />and foraging for the birds when supervised. <br />e. Officer – any person designated by the city administrator as an enforcement <br />officer. <br />f. Rooster – a male domesticated bird in the order of Galliformes. <br />g. Run – a fully enclosed and covered area attached to a coop where the chickens <br />can roam unsupervised. <br />h. Proper Enclosure – means securely confined indoors or in a securely enclosed and <br />locked pen or structure suitable to prevent the animal from escaping and <br />providing protection from the elements and or predators for the animal. <br /> <br />2. PURPOSE. <br />a. It is recognized that the ability to cultivate one’s own food is a sustainable activity <br />that can also be a rewarding past time. Therefore, it is the purpose and intent of <br />this ordinance to permit the keeping and maintenance of chickens for egg sources <br />or meat in a clean and sanitary manner that is not a nuisance to or detrimental to <br />the public health, safety, and welfare of the community. <br />
