PROJECT PURPOSE AND NEED <br />Labore Road Corridor Study ǀ 0N1.130034 Page 3 <br /> Perceived Speeding <br />For many years and through the duration of the public engagement for this corridor study, <br />staff heard from community members that vehicles travel too fast along Labore Road. Given <br />that the roadway is lined with residential properties with direct access to the roadway, <br />coupled with the lack of pedestrian facilities, vehicle speeds are felt much more intimately <br />than on other city collector roadways. To help document this perception, a speed counter <br />was deployed from August 14 through August 18, 2023, to document speeds. The speed <br />counter results included: <br />1. Mean Travel Speed = 34 MPH <br />2. Max Speed = 62 MPH <br />3. 85th Percentile Speed = 38 MPH <br />Based on both the public input and the results of the speed counter, it is understandable <br />that homeowners, pedestrians, and drivers feel that vehicle speeds are an issue along <br />Labore Road. The speed counter results indicate that most drivers are driving over the <br />posted speed limit of 30 MPH with many vehicles driving much higher than the posted <br />speed limit. While the speed counter results aren’t abnormal for a collector roadway with a <br />30 MPH posted speed limit, the speeds are tolerated much less by the public due to the <br />residential nature of the roadway. Possible improvements to reduce vehicle speeds are <br />detailed later in this Report. <br /> Vehicle Safety <br />Through the community engagement process it became apparent that even some motorists <br />felt unsafe using Labore Road. <br />The majority of vehicle safety concerns were centered around the Labore Road and Arcade <br />Street intersection. The intersection is a two-way stop-controlled intersection with Labore <br />Road having the right-of-way. The intersection is skewed and includes a significant grade <br />change on the south leg of the intersection. Due to the geometric and physical constraints <br />of this intersection, a crash history exists and is documented. An intersection study was <br />performed in 2021 and at that time the recommendation was to monitor the intersection <br />conditions following significant vegetation and sight line clearing project that had just been <br />performed. A subsequent intersection study was performed in 2023 with this corridor study <br />and is included in Appendix C for reference. Notably, there have been 16 documented right- <br />angle crashes in the last 10 years. Additionally, there have been 22 documented accidents <br />within the corridor study area within the last 5 years. <br /> <br />
