Interim measure when a signal is warranted. <br />2. Five or more right-angle crashes in 12-month period. <br />3. Minimum traffic volumes: <br />• Major street average = 300 vehicles/hr for 8 hours, and <br />• Combined minor street average = 200 units/hr with average delay of > 30 seconds, but <br />• If the 85th percentile speed > 40 mph, use 70% of values in 1 and 2. <br />• Strong need to control left-turn conflicts. <br />4.
