Name: Labore Road at Arcade Street Intersection Review
Date: August 29, 2023
Page: 3

higher than the average crash rate for similar intersections statewide. The crash worksheet is included in
the Appendix.

Additionally, all crash data available on MnCMAT2 (January 1, 2013 – June 30, 2023) was pulled to
analyze crash patterns. The crashes per year are shown in Table 1. The detailed crash reports are
included in the Appendix.

Table 1. Crashes Per Year
Year Number of
Crashes
2013 2
2014 0
2015 3
2016 0
2017 3
2018 0
2019 2
2020 2
2021 0
2022 2
2023 (6 months) 2

Table 2 shows the number of crashes per year over the last ten years and how the crashes have been
more or less evenly spaced. This also shows how even after the removal of trees and bushes the crash
issue has persisted.

All 16 of the crashes in the last ten and a half years were right angle crashes except one which was a left
turn crash. One of the crashes resulted in minor injury, five in possible injury, and ten in property
damage only.

Additionally, crash data from the past five years was provided by the Ramsey County Sheriff’s office to
compare to the data from MnCMAT2. There were two additional crashes in 2019 and two in 2021 that
were not reported in the MnCMAT2 data. The crash types were not listed in the report, but with nearly
all of the crashes right-angles it is likely these additional crashes were also right-angle crashes. The crash
data provided by the Ramsey County Sheriff’s office is included in the Appendix.

Warrant Analysis
All-way stop control can be useful as a safety measure at intersections if safety concerns exist because
of high traffic volumes in multiple directions. The MnMUTCD states that the need for an all-way stop
control shall be considered if one of the following conditions is met:
· Criteria A: Where traffic control signals are justified, an all-way stop can be installed as an
interim measure.
· Criteria B: Five or more crashes are reported in a 12-month period that are susceptible to
correction by an all-way stop installation.
