Project Location <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />Previous Analysis <br />There have been requests to make the intersection an all-way stop to improve safety. A previous study <br />of the intersection was completed in 2021. The previous study found that there was a crash issue at the <br />intersection but all-way stop control was not warranted and the City had recently removed the large <br />tree and bushes on the southeast corner that blocked the sight line for vehicles along the northbound <br />approach looking east. Since the large tree and bushes on the southeast corner were only recently <br />removed, the impact on the future crash rate was not certain. Continued review of crashes following the <br />sight line improvements was recommended to understand if issues are persisting. Persistent crash issues <br />would be implied by a critical index remaining above 1.0. If crash issues persist, it was recommended to <br />reconsider an all-way stop or roadway modifications to reduce the risk of right-angle crashes. <br /> <br />Safety Analysis <br />A crash review was completed for the intersection analyzing the last three years of available crash data <br />(July 1, 2020 – June 30, 2023). Crash data from MnCMAT2 was analyzed. There were five crashes in the <br />last three years. One crash in 2020, two in 2022, and two in 2023. All five crashes were right angle <br />crashes that resulted in property damage only. <br /> <br />MnDOT uses a comparison of the crash rate and the critical rate when determining whether or not there <br />is a safety issue at an intersection. The crash rate is the number of crashes per million entering vehicles <br />(MEV). The critical rate is a statistical comparison based on similar intersections statewide. An observed <br />crash rate greater than the critical rate indicates that the intersection operates outside of the expected, <br />normal range. The critical index reports the magnitude of this difference and a critical index of less than <br />one shows that the intersection is operating within the normal range. The latest available statewide <br />average crash rates are from 2020 and were used for comparison purposes. <br />The intersection is operating with a critical index of 1.86, which shows that this intersection is operating <br />outside the normal range compared to similar intersections statewide. The observed crash rate was <br />found to be 1.41, where the statewide average is 0.13, so the observed crash rate is over 10 times <br />Labore Rd <br />at Arcade St
