STAFF REPORT <br />TO: Mayor Fischer and Members of the City Council <br />FROM: Sam Magureanu, Finance Director <br />Chris Heineman, City Administrator <br />DATE: November 29, 2023 <br />RE: Contract for Auditing Services <br />ACTION REQUESTED: <br />Motion to approve a contract with ABDO as the City of Little Canada auditor for 2023-2025 with <br />an additional two-year extension option. <br />BACKGROUND: <br />The five-year contract with the current audit firm, CliftonLarsonAllen LLP ended after the 2021 <br />audit, with 2022 being an extension year. In addition, per the City’s Financial Policies, consultant <br />performance should be conducted at a minimum every five years to ensure that services are being <br />provided at an appropriate of level and price. Audit services were last reviewed in 2019. <br />Staff advertised for auditing services on the League of Minnesota Cities website. Four proposals <br />were received from the following firms: <br />•ABDO <br />•CliftonLarsonAllen <br />•Redpath and Company <br />•WIPFLI <br />A three-year contract with an optional two-year extension was requested. <br />All four firms are qualified to perform audit services for the City, had appropriate staffing for these <br />services, and had an acceptable audit approach. In addition, two of the firms were within $5,025 <br />in fees of each other for the 2023 audit and $18,275 in fees for the five-year period. The third <br />proposal was $9,900 higher from the lowest for the 2023 audit and the fourth was $30,200 higher <br />from the lowest proposal for the 2023 audit. <br />After an initial review of the four proposals and pricing, city staff decided to interview the first <br />two firms who had the lowest two bids (CLA and ABDO) that were within $5,025 in fees of each <br />other for the 2023 audit. City Administrator Heineman, Finance Director Magureanu, and Mayor <br />Fischer conducted the interviews on Monday, November 21 and Tuesday, November 22. After <br />the interviews a unanimous decision was reached to recommend ABDO as the City’s Auditors for <br />the 2023-2025 period with a two-year extension option. Pending approval by the City Council, the <br />2023 Audit has been scheduled for the week of April 15th, 2024.
