CITY OF LITTLE CANADA <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />RESOLUTION 2023-150 <br /> <br />A RESOLUTION AUTHORIZING SUBMISSION OF A SPOT MOBILITY AND SAFETY <br />APPLICATION TO THE 2024 REGIONAL SOLICITATION FOR THE LITTLE CANADA <br />ROAD AND COUNTRY DRIVE INTERSECTION IMPROVEMENT PROJECT <br /> <br />WHEREAS, the Metropolitan Council administers the Regional Solicitation grant program, <br />intended to distribute Surface Transportation Program (STP) and Congestion Mitigation and Air <br />Quality (CMAQ) program funds that meet regional transportation needs; and, <br /> <br />WHEREAS, the 2024 Regional Solicitation has approximately $250 million in federal dollars <br />available and up to $163 million of which may be awarded to projects that improve roadways with <br />multimodal elements including Spot Mobility and Safety projects, with a minimum award of <br />$1,000,000 and a cap of $3,500,000 for Spot Mobility and Safety projects; and, <br /> <br />WHEREAS, these funds have been designated for standalone projects with the expectation that the <br />executing agency will provide matching funds equal to or greater than 20% of the project cost; and, <br /> <br />WHEREAS, the City of Little Canada intends to apply for Metropolitan Council’s regional <br />solicitation Spot Mobility and Safety category to fund the Little Canada Road and Country Drive <br />Intersection Improvement Project; and, <br /> <br />WHEREAS, the planned intersection improvements would improve safety, reduce congestion, and <br />improve pedestrian connections through and adjacent to the Little Canada Road and Country Drive <br />intersection; and <br /> <br />WHEREAS, the City of Little Canada has agreed to maintain the proposed improvements for the <br />lifetime of such improvement; and, <br /> <br />NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of the City of Little <br />Canada; that <br /> <br />1. The City of Little Canada supports the Spot Mobility and Safety Regional Solicitation Grant <br />Application for the Little Canada Road and Country Drive Intersection Improvement Project <br />and authorizes staff to prepare and submit such application; and <br /> <br />2. The City Council hereby commits to funding project elements not eligible for Regional <br />Solicitation grant funding and funding and ensuring the Project complies with Regional <br />Solicitation funding requirements and timelines. <br /> <br />Adopted by the Council this 29th day of November, 2023. <br /> <br /> _____________________________ <br /> Thomas Fischer, Mayor <br /> <br />Attest: _________________________________ <br /> Christopher Heineman, City Administrator <br />
