STAFF REPORT

TO: Mayor Fischer and Members of City Council

FROM: Chris Heineman, City Administrator
Bill Dircks, Public Works Director
Sam Magureanu, Finance Director
Bryce Shearen, Parks & Rec/Community Services Director
Corrin Wendell, Community Development Director/Planner
Heidi Heller, City Clerk/HR Manager
Laura Linehan, Community Relations Manager
Brian Reimers, Administrative Fellow

DATE: December 13, 2023

RE: Strategic Plan Progress Reporting
ACTION TO BE CONSIDERED:
This is an update and discussion item only; no action is required.

BACKGROUND:
The Little Canada City Council adopted its first five-year strategic plan September 11, 2019.
Prior to the 2019 Strategic Plan, the Council traditionally held annual goal-setting workshops
with members of the Planning and Parks Commissions and representatives from other local
community organizations. This process may have been effective at prioritizing current projects;
however this process largely ignored the development and implementation of a long-term vision.
City staff recommended conducting a city-wide strategic planning session to establish a practical
vision for the community and identify key action steps to achieve that vision.

The strategic planning process that ensued included a strategic planning retreat facilitated by
Richard and Irena Fursman of Hue Life. Leadership team members worked with the consultant
to develop a five-year strategic plan that was presented to the City Council that was adopted by
the City Council on September 11, 2019. The original plan included four strategic directions
shaping first-year imperatives and key priorities for the first two years.

A majority of the targeted priorities were accomplished within the first two years, however there
was still much progress that needed to be made towards the long-term vision. For this reason, a
strategic planning update session was proposed to further refine the strategic plan. Hue Life
conducted a second strategic planning session in April of 2022 to discuss accomplished items,
future direction, and new initiatives.
