<br />About TAP: <br />Technical Assistance Panels (TAPs) bring a market-based perspective to your specific <br />development/land use challenge or policy issue. TAPs provide an unbiased, interdisciplinary panel <br />of volunteer real estate professionals who address a specific project, development or policy issue. <br /> <br />ULI Minnesota will assemble a panel of experienced developers and real estate professionals <br />specifically selected for their expertise relating to the TAP assignment. Our panel can tell you what <br />kinds of development you can realistically expect and what tools you might use to attract the <br />development you want. <br /> <br />Ranging from one half to three days, the workshop is preceded by analysis of background <br />information provided by the sponsor, planning sessions, community interviews, and site tours. The <br />panel’s findings and recommendations are documented in a written report. The cost of these high <br />intensity workshops and published deliverables ranges from $5,000 to $30,000. Length of TAP is <br />negotiated based on need. <br /> <br />Strategic Plan: <br />The City’s Strategic Plan calls for development redevelopment efforts in our “Maximizing our <br />Assets to Catalyze Development” related to Developer presentations on market demand and <br />redevelopment opportunities. In addition, the Strategic Plan states one of the visions for 2025 is to <br />have revitalized key commercial corridors. With these initiatives, the ULI TAP program is a <br />necessary next step in accomplishing these goals. <br />https://www.littlecanadamn.org/DocumentCenter/View/1372/Strategic-Plan-2022-PDF <br /> <br />ULI responsibilities: <br />• Facilitate a steering committee (including staff representatives from the City) to plan the <br />TAP and recruit panelists. <br />• Identify and recruit a panel of 5-6 cross-sector local industry professionals who will address <br />the City’s questions at a workshop and respond to the City with its findings and <br />recommendations. <br />• Pursue panel work in the manner described below. <br />• Following the conclusion of the panel, prepare a summary report within two months <br />containing its findings and recommendations. <br />• After completion of the final report, present the report and its findings to the City’s elected <br />and appointed officials and staff. <br /> <br />Little Canada Proposal: <br />After discussions with the ULI Executive Director, Megan Flanagan, we were given two TAP <br />options – a 1.5-day panel or a 2.5-day panel. The cost for the 1.5-day panel is $17,500. The 2.5- <br />day panel cost is $30,000. City staff believe that the 1.5-day panel aligns better with the needs of <br />the City and offers tremendous opportunity to gain invaluable insights for the development and <br />redevelopment goals. <br /> <br />
