Fiscal Impact:
The source of funding for the TAP Panel is the contracted services line item in the EDA budget.
City staff anticipated expenses for studies such as this and included $30,000 in the contracted
services line item in the 2024 budget.

Time Commitment:
For the City Council members, the TAP schedule includes an opening dinner/reception the evening
before to welcome the panelists and answer any questions they may have. City Council members
will be included in the list of community leaders and local stakeholders to be interviewed by the
panel. After completion of the final report, City Council members will also receive a presentation
of the panel’s findings and recommendations at a regular City Council meeting.

Next Steps:
Once the Scope of Work is approved, the City will enter into an agreement with ULI and be able
to begin setting calendar dates for the TAP. City staff recommends the TAP occurring in April or
May to maximize the schedules of both the Council members and the panel experts.

Example of a TAP Report:
Brooklyn Center Housing TAP report: ULI_BrooklynCenterMN_Oct 18_22_Final.pdf

RECOMMENDED ACTION
Discuss the Urban Land Institute Technical Advisory Panel opportunity and advise City staff on
how to proceed.
