<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Fischer and Members of the City Council <br /> <br />FROM: Bill Dircks, Public Works Director <br /> <br />DATE: January 10, 2023 <br /> <br />RE: County Road B Lift Station Improvements – Preliminary Engineering <br /> <br /> <br />ACTIONS TO BE CONSIDERED: <br />Motion to authorize contract with Bolton & Menk for preliminary engineering associated with <br />improvements to the County Road B Lift Station and Forcemain. <br /> <br />BACKGROUND: <br />The County Road B lift station and forcemain provides sanitary sewer service to the area south <br />of Highway 36 and west of Interstate 35E. The lift station collects gravity flows from the <br />sewershed and discharges the flow north via forcemain under Highway 36 to a gravity system <br />within Viking Drive. The original lift station and forcemain were installed in 1970 and the lift <br />station was replaced in 2000. <br /> <br />In response to a proposed/conceptual high density residential development within the sewershed, <br />City staff commenced a flow metering study in August and September to better understand the <br />existing sewage flows and determine whether the lift station and forcemain infrastructure had <br />adequate capacity to serve the development. The results of that study indicate that the existing <br />infrastructure cannot support additional development without increased capacity. <br /> <br />In order to better understand and document the necessary capacity improvements, City staff is <br />recommending that preliminary engineering be completed so that the scope, cost, permitting, and <br />funding for the work can be explored and budgeted for. The results of this next phase will be <br />shared with the developer so that the viability of the project is understood by all stakeholders. <br /> <br />SOURCE OF FUNDS: <br />The cost for this feasibility study was not included in the Capital Improvement Plan for 2024 and <br />requires City Council approval according to our Finance Policy. Funding for this study will <br />come from the Water/Sewer Fund 604 and will not have a significant impact on fund balances. <br /> <br />STAFF RECOMMENDATIONS: <br />Staff recommends that the City Council authorize a contract with Bolton & Menk in the amount <br />not to exceed $12,000 for preliminary engineering for the County Road B Lift Station and <br />Forcemain Improvements. <br />
