Bolton & Menk has the technical expertise, experience, and resources to
complete this work for the City.

Project Background
A prospective developer contacted City staff early in 2023 regarding a possible high-density land
development adjacent to the County Road B Lift Station. In order to better understand the capacity of
the sanitary sewer infrastructure and its ability to handle new flows from potential development, a
sanitary sewer capacity study was performed by Bolton & Menk. This study included approximately 1
month of sewer flow metering upstream of the lift station. The study took both existing and projected
flows into account and noted capacity concerns with the existing piping, wet well, pumps, and forcemain
systems. The scope of the study did not include recommendations for proposed improvements or
detailed cost estimating. As such, City staff has requested that preliminary engineering be performed to
outline cost-effective solutions to increase the capacity of the lift station infrastructure to handle the
sanitary sewer flows from the proposed land development.

Preliminary Engineering
Lift station infrastructure includes several components that must work in unison in order to reliably
pump sewage upstream. The completed sewer capacity study indicates that most of the components in
the County Road B lift station are near or at capacity based on current flows. As such, the proposed
preliminary engineering would evaluate, document, and provide cost estimates for work necessary to
increase the system’s capacity while ensuring all recommended components can work in unison. Specific
components that will be evaluated include:

• Influent pipe modifications to increase wet well storage and system capacity
• Forcemain replacement to increase system capacity and reduce pump stress
• Pump replacement and, if needed, internal piping replacement to increase system capacity
• Modification or replacement of station controls and electrical feed

The preliminary engineering will be used as a tool to plan and budget for the proposed improvements
while also giving City staff confidence that the upgraded station can handle additional flows from the
possible development project.
