MINUTES <br />CITY COUNCIL <br />MAY 13, 2009 <br />RESOLUTION N0.2009-5-100 -ADOPTING AN ORDINANCE <br />CREATING CHAPTER 3200 OF THE LITTLE CANADA CITY <br />CODE, KNOWNAS THE MUNICIPAL CODE, RELATING TO <br />RENTAL HOUSING LICENSING WITH THE DELETION OF <br />DOMESTIC ASSAULT FROM THE CODE OF COND UCT <br />CONTAINED IN THE ORDINANCE AS EXPLAINED BY THE CITY <br />ADMINISTRATOR, AUTHORIZING PUBLICATION OFA <br />SUMMARY ORDINANCE, AND AUTHORIZING THE MAYOR AND <br />CITY ADMINISTRATOR TO EXECUTE THE ORDINANCE ON <br />BEHALF OF THE CITY <br />The foregoing resolution was duly seconded by Boss. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />Mr. Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 209-5-101-ADOPTING AN ORDINANCE <br />CREATING CHAPTER 800 OF THE LITTLE CANADA CITY CODE, <br />KNOWN AS THE MUNICIPAL CODE, ESTABLISHING A <br />GENERAL PRACTICE AND PROCEDURE FOR THE LICENSING <br />OF BUSINESSES WITHIN THE CITY, AUTHORIZING THE <br />PUBLICATION OF A SUMMARY ORDINANCE, AND <br />AUTHORIZING THE MAYOR AND CITYADMINISTRATOR TO <br />EXECUTE THE ORDINANCE ON BEHALF OF THE CITY <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />With regard to the license fee, the City Administrator indicated that it is <br />difficult to estimate what the rental licensing program will cost the City. <br />There is no plan to add staff to administer the program. He noted that the <br />level of license fee is a guesstimate at this point. The Administrator noted <br />that the next step will be to generate the appropriate program forms. He <br />noted previous Council discussion that although the license will run from <br />July I" through June 30°' of each year, inspections for the first year would <br />not be due until October or November. Keis felt that the Council should <br />give the rental community as much direction as it can at this point. <br />Mr. Keis introduced the following resolution and moved its adoption: <br />RESOLUTION N0.209-5-102-DECLARINGAJULYIST THROUGH <br />JUNE 30 RENTAL LICENSE PERIOD, WITH UNIT <br />INSPECTIONS TO BE DUE BY NOVEMBER I, 2009 FOR THE <br />FIRST YEAR, AND DECLARING A LICENSE FEE OF $100 PER <br />BUILDING AND $12 PER UNIT <br />6 <br />
