MINUTES <br />CITY COUNCIL <br />MAY 13, 2009 <br />Blesener expressed concern with the provision that allows pet therapy <br />animals to retire into the home. Keis stated that he was supportive of that <br />provision, noting the standards for the number of pet therapy visits, etc. <br />that are contained in the ordinance. Boss agreed. She indicated that she <br />had the opportunity to accompany the Anderson's on a pet therapy visit to <br />St. Joseph's Hospital, and was amazed that the way the dogs worked with <br />people. She felt it was a very moving experience. <br />Mr. Keis introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2009-5-105 -ADOPTING THEAMENDMENT <br />TO CHAPTER 1101 OF THE MUNICIPAL CODE RELATIVE TO <br />PET THERAPY ANIMALS AS PRESENTED BY THE CITY <br />ADMINISTRATOR <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />LITTLE The City Administrator reviewed his report dated May 5, 2009 outlining <br />CANADA a work scope draft for the City's 2009 Goal -Develop Little Canada Road <br />STREETSCAPE Streetscape Plan. The Administrator asked for comments and input on the <br />PLAN work scope, and noted that the next step would be to put together a <br />Request for Proposals or Quotes for the design of the Streetscape Plan. <br />The City Adminisri•ator further noted that given the issues and challenges <br />relative to right-of--way constraints, funding, busying of power lines, etc. it <br />is likely that the Stereetscape Plan will have a phased in approach. <br />Keis noted that the Action Plan calls for project construction in 2010, and <br />suggested flexibility in this schedule with elements of the project <br />proceeding as able. The City Administrator agreed that the Action Plan <br />would be modified accordingly. He noted that the goal, at this point, is to <br />develop a work scope to govern the design of the Streetscape Plan with <br />implementation of the plan under aphased-in approach. <br />It was the consensus of the Council to authorize City staff to put together <br />an RFP/RFQ for the design of a Little Canada Road Streetscape Plan. <br />COUNTY The City Administrator reviewed a County Grant Application for <br />GRANT FOR $400,000 in Housing Improvement Area funding for the Canabury <br />HIA FUNDING Condominium I-IIA project and the Fluer Royale HIA project. The <br />Administrator noted that the County funding would have a very low <br />interest rate, and when combined with bond sale proceeds, would provide <br />9 <br />
