He clarified that nothing was removed from the finance policy, this <br />additional language would simply be added. <br />The City Administrator noted that when he began work at the City there was not a finance policy and <br />staff quickly worked to create one in 2019. He stated that there was a reference to conduit debt in that <br />policy but there was no related language and/or section. <br />T. Miller introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2 024-2-17 — ADOPTING AND INCORPORA TING THE UPDA TED <br />CONDUIT DEBT POLICYAS PART OF THE EXISTING FINANCE POLICY <br />The foregoing resolution was duly seconded by Mayor Fischer. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />ORDINANCE 891, AMENDING CITY CODE CHAPTER 809, MIXED MUNICIPAL SOLID <br />WASTE AND RECYCLABLE MATERIALS STORAGE AND COLLECTION <br />The City Administrator explained tonight the Council is asked to consider updates to the ordinance, <br />some of which is amending the definitions in this code chapter related to zoning districts and to allow <br />both R-1 and R-2 zoning districts to participate in the organized collection. He stated that the language <br />has been reviewed by staff and the Planning Commission also recommended approval as well. <br />Mayor Fischer commented that there are multiple haulers that service the community and asked if new <br />development would fall into those existing boundaries. The City Administrator confirmed that those <br />boundaries would remain and could be renegotiated if needed when those hauling contracts are up for <br />renewal. <br />Mayor Fischer asked if the R-3 zoning district would remain completely independent. The City <br />Administrator confirmed that R-3 is still not included, but if there is a desire for those properties to opt <br />in, a future amendment could be made. Mayor Fischer recognized that the ratio of trash to recycling <br />for R-3 is much different. The City Administrator noted that commercial and apartment buildings also <br />use dumpsters which is a different type of collection service. <br />D. Miller asked and received confirmation that the reference to the City Clerk would be accurate as she <br />is the one that handles licensing. <br />Mayor Fischer introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2 024-2-18 — AN ORDINANCE AMENDING CITY CODE CHAPTER <br />809 — MIXED MUNICIPAL SOLID WASTE AND RECYCLIABLE MATERIALS <br />STOR,4 GE AND COLLECTION <br />The foregoing resolution was duly seconded by Kwapick. <br />Ayes (5).
