MINUTES <br />CITY COUNCIL <br />JANUARY 24, 2024 <br /> <br /> <br /> <br /> <br />3 <br />Kwapick commented that he was on the Planning Commission when the original variance was <br />considered and agreed that this sign was necessary during construction. He agreed that the sign is very <br />helpful in finding the business and wished that Ramsey County would allow additional signage in/near <br />the roundabout to ensure you are exiting the roundabout at the proper location for a business. He <br />agreed that the condition was not necessary. <br /> <br />D. Miller introduced the following resolution and moved its adoption: <br /> <br />RESOLUTION NO. 2024-1-9 – APPROVING A VARIANCE AMENDMENT TO ALLOW <br />THE USE OF A SECOND MONUMENT SIGN <br /> <br /> The foregoing resolution was duly seconded by T. Miller. <br /> Ayes (5). Nays (0). Resolution declared adopted. <br /> <br />Mayor Fischer commended the Planning Commission noting that the request was originally for a five- <br />year renewal, but made the determination that this should be allowed to continue in perpetuity rather <br />than requiring the applicant to come back every five years. <br /> <br />ORDINANCE 890, ZONING CODE CHAPTER 904 & 915 AMENDMENTS FOR GARAGE <br />AND ACCESSORY STRUCTURES <br />The Community Development Director provided background information noting that the Planning <br />Commission recognized the continued requests for Conditional Use Permits for larger garages and <br />suggested that the regulations be reviewed pertaining to garage size to better align with the needs of <br />residents. She stated that at the December 14th Planning Commission meeting, the Commission <br />discussed options for potential changes to the garage and accessory structure sizes to accommodate <br />resident needs and determine what would be best for the city. At the January 11 meeting, the <br />Commission reviewed the draft changes and recommended approval as presented tonight. She <br />reviewed the proposed text amendments and asked the Council to hold a public hearing. <br /> <br />Mayor Fischer opened the public hearing for comments from the general public. <br /> <br />Obadiah Pulscher, 515 Viking Drive East, commented that he would like to build an additional <br />detached garage on his property for a workshop as his existing garage houses their two vehicles. He <br />asked the Council to consider the amendments. <br /> <br />There were no further comments from the public. Upon motion by Kwapick, seconded by T. Miller, <br />the public hearing was closed. Ayes (5). Nays (0). Motion adopted. <br /> <br />Kwapick appreciated the work that has gone into this. He recalled a number of CUP requests that were <br />considered for a garage in his time on the Planning Commission. He agreed that these changes would <br />make sense and appreciated the work of the Planning Commission on this matter. <br /> <br />Mayor Fischer asked if these changes would allow for residents to do anything different, or whether <br />this simply streamlined the process. The Community Development Director commented that what is <br />allowed has not increased, this has simply streamlined the process and removed the six-week timeline <br />to go through the Planning Commission and City Council. <br />
