MINUTES <br />CITY COUNCIL <br />FEBUARY 28, 2024 <br />STAFF REPORTS <br />AMENDMENT TO PILOT AGREEMENT WITH INTERNATIONAL UNION OF PAINTERS <br />AND ALLIED TRADES COUNCIL 82 BUILDING CORPORATION, INC. <br />The City Administrator provided additional details on a payment in lieu of taxes agreement, which is <br />fairly unique. He provided background information on the property and the agreement between the <br />two parties. He noted that two payments of $5,000 would be received each year and noted that while <br />the first agreement had a length of five years, this agreement does not have an end date, as long as the <br />property remains in a tax-exempt status. <br />T. Miller introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2 024-2-25 — APPR O VING AMENDMENT NO. 1 AND REINSTA TE <br />THE PILOT A GREEMENT BETWEEN THE CITY AND INTERNA TIONAL UNION OF <br />PAINTERS AND ALLIED TRADES COUNCIL 82 BUILDING CORPORATION, INC. <br />The foregoing resolution was duly seconded by Kwapick. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />APPROVE PARKS MAINTENANCE EMPLOYEE TEMPORARILY WORKING OUT OF <br />CLASS <br />The City Clerk explained that the park and recreation department has four regular employees and the <br />Director position is currently vacant. She noted that starting the following day, the Parks Maintenance <br />Supervisor will be out on leave for at least three months, therefore staff is recommending that Matt <br />Mallory be temporarily appointed to Parks Maintenance Supervisor, with a ten percent salary increase <br />for-thattime period- She -noted that the City -has -done thisin-the-past, providiin-gadditional <br />compensation when an existing employee covers for a vacant position. <br />Mayor Fischer appreciated the effort of staff to recognize an upcoming gap in staffing. <br />T. Miller introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2024-2-26 —APPROVING TEMPORARYAPPOINTMENT OF MATT <br />MALLORY TO PARKS MAINTENANCE SUPERVISOR AND APPROVE 10% <br />ADDITIONAL COMPENSATION FOR WORKING OUT OF CLASS DURING THE <br />REGULAR PARKS SUPER VISOR'S LEA VE OF ABSENCE <br />The foregoing resolution was duly seconded by D. Miller. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />COUNCIL REPORTS AND MEETING UPDATES <br />D. Miller provided an update on the most recent meeting of the North Suburban Cable Communication <br />Commission. He noted that he and Mayor Fischer also attended a recent tour of Northeast Youth and <br />Family Services, which was impactful. Mayor Fischer agreed that it was impactful and commented <br />that it is a great investment for the City. <br />3 <br />
