MINUTES
CITY COUNCIL
FEBUARY 28, 2024
D. Miller recognized that the City needs to approve this and asked if an applicant would need to submit
an application and meet all zoning requirements. The Community Development Director stated that
interested churches would discuss the request with staff and the request would follow the normal
building permit process as well as following all other criteria.
Gutierrez understood that the legislation opened this to religious institutions and asked if the City
would have the discretion to open this up for non -religious organizations. The Community
Development Director replied that it was her understanding that this began through efforts of a
nonprofit, but utilized church property. She stated that if desired, the City could discuss whether it
would want to permit a tiny home community in other areas.
Kwapick asked and received confirmation that all requirements would need to be met in order to
qualify for this allowance. Gutierrez commented that this is a great idea, and she would be interested
in seeing the concept expanded further. She asked and received confirmation that this is a proactive
zoning change, and the City has not yet received a request.
Mayor Fischer commented that the requirements from the State were pretty robust, which is good to
see.
