MINUTES <br />CITY COUNCIL <br />FEBUARY 28, 2024 <br />D. Miller recognized that the City needs to approve this and asked if an applicant would need to submit <br />an application and meet all zoning requirements. The Community Development Director stated that <br />interested churches would discuss the request with staff and the request would follow the normal <br />building permit process as well as following all other criteria. <br />Gutierrez understood that the legislation opened this to religious institutions and asked if the City <br />would have the discretion to open this up for non -religious organizations. The Community <br />Development Director replied that it was her understanding that this began through efforts of a <br />nonprofit, but utilized church property. She stated that if desired, the City could discuss whether it <br />would want to permit a tiny home community in other areas. <br />Kwapick asked and received confirmation that all requirements would need to be met in order to <br />qualify for this allowance. Gutierrez commented that this is a great idea, and she would be interested <br />in seeing the concept expanded further. She asked and received confirmation that this is a proactive <br />zoning change, and the City has not yet received a request. <br />Mayor Fischer commented that the requirements from the State were pretty robust, which is good to <br />see. He asked if a church volunteer would need to be onsite. The Community Development Director <br />confirmed that a volunteer or attendant would need to be onsite if there is such as settlement on the <br />church property. <br />Kwapick introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2024-2-23 —AN ORDINANCE AMENDING ZONING CODE <br />CHAPTER 907, PUBLIC AND SEMI-PUBLIC DISTRICT AND CHAPTER 914, <br />SPECIFIC DEVELOPMENT REQUIREMENTS RELATING TO MICRO- <br />UNITS/SACRED SETTLEMENTS AND APPROVE PUBLICATION OF SUMMARY <br />ORDINANCE <br />The foregoing resolution was duly seconded by T. Miller. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />CONSENT AGENDA <br />T. Miller introduced the following resolution and moved its adoption: <br />., <br />CONTAINS/ <br />• Approval of the Vouchers <br />• Approve 2024 Agreement for Recreation Coordinator Services with Twin City Officials <br />The foregoing resolution was duly seconded by Gutierrez. <br />Ayes (5).
