STAFF REPORT <br />TO:Mayor Fischer and Members of the City Council <br />FROM:Heidi Heller, City Clerk/HR Manager <br />DATE:March 13, 2024 <br />RE:Premise Permit for Little Canada Fire Department to operate lawful gambling at Twin <br />City Billiards <br />ACTION TO BE CONSIDERED <br />Approve a premise permit for the Little Canada Fire Department to operate lawful gambling at Twin <br />City Billiards. <br />BACKGROUND <br />The Little Canada Fire Department has submitted an application for a premise permit to operate pull- <br />tabs at Twin City Billiards located at 80 Little Canada Road East, Suite 1. The Fire Department has <br />been running charitable gambling pull-tabs at Gordies and Hoggsbreath for many years and the City <br />has had no issues with their gambling operations. <br />In 2019, the Council approved a premise permit for the Little Canada Recreation Association to <br />operate pull-tabs at Twin City Billiards (former name was TNT Billiards), but they have since decided <br />to end their gambling operations here, so the Fire Department opted to take over and they would now <br />have three gambling locations. <br />All application materials have been submitted and are in order, and a satisfactory background check of <br />the Fire Department’s Gambling Manager has been received from the Ramsey County Sheriff’s <br />Department. <br />RECOMMENDATION <br />Staff recommends approval of a premise permit for the Little Canada Fire Department to operate <br />lawful gambling at Twin City Billiards, 80 Little Canada Road East, Suite 1.
