<br />BUDGET TRANSFER <br />Overall project costs are under the amount budgeted in the 2024-2033 Capital Improvement <br />Plan. However, Street costs attributed to Infrastructure Capital Improvement Fund 450 came in <br />approximately $192,000 under budget while stormwater costs attributed to the Stormwater Fund <br />603 came in $102,000 over budget. The additional cost to the Stormwater Fund is mostly a result <br />of ditch cleaning scope that was added during the final design stage of the project. The newly <br />established Stormwater Fund (Fund 603) will not have a sufficient fund balance to complete the <br />budgeted ditch cleaning in 2024. Staff believes that this is an important project that should not <br />be deferred and recommends a one-time budget transfer from Fund 450 to Fund 603, in the <br />amount of $102,000, to utilize available Fund 450 Budget to fund the budget deficit in Fund 603. <br /> <br />CHANGE ORDER #1 <br />In order to capitalize on bulk project pricing that comes with larger street improvement projects, <br />staff included budgeted trail paving at Pioneer Park and Thunder Bay / Westwinds Park in the <br />project. As shown in the project cost table above, current as-bid project costs for the Thunder <br />Bay / Westwinds Park are $32,739. After comparing to the project budget, it became apparent <br />that the bidding plans were under scoped and that the budgeted project was meant to also include <br />the trail between Arcade Street and Labore Road. Staff worked with the low bid contractor who <br />was willing to honor the low bid unit pricing and add the additional trail segment to the project <br />via Change Order #1. If accepted, the revised estimated project cost for the Thunder Bay / <br />Westwinds Park trail, including contingency, comes out to $165,000. The CIP included $166,500 <br />for this work. The enclosed map depicts the trail segment to be added. <br /> <br />SOURCE OF FUNDS: <br />Street improvements will be funded through the City’s Infrastructure Capital Improvement Fund, <br />and special assessments. Water and sewer improvements will be funded through the City’s <br />Infrastructure Capital Improvement Fund. Storm sewer and drainage improvements will be <br />funded through the City’s Stormwater Fund and Infrastructure Capital Improvement Fund. Trail <br />improvements will be funded through the City’s Park Land Fund. <br /> <br />STAFF RECOMMENDATIONS: <br />• Staff recommends that the City Council authorize a motion to approve a one-time budget <br />transfer, in the amount of $102,000, from Fund 450 to Fund 603 to fund additional <br />stormwater management project costs. <br /> <br />• Staff recommends that the City Council approve a motion to award the bid to Miller <br />Excavating, Inc. in the amount of $1,081,937.60. <br /> <br />• Staff recommends that the City Council approve a motion to authorize Change Order #1 <br />to Miller Excavating, Inc. in the amount of $120,272.79.
