3 <br /> <br /> <br />h. Directional/Information Signs. <br />On-Premises Signs. Shall not be larger than 4 square feet unless approved by the <br />City Council. The number of said signs shall not exceed 4 unless approved by the <br />City Council. <br /> <br />2. Prohibited Signs. The following signs are specifically prohibited by this Chapter. <br /> <br />a. Any sign which obstructs the vision of drivers or pedestrians or detracts from the <br />visibility of any official control device. <br />b. Any sign which contains or initiates an official traffic sign or signal, except for <br />private, on-premises directional signs. <br />c. Any sign which moves or rotates. Exempted are time and temperature information <br />and barber poles. <br />d. Any sign which contains or consists of strings of light bulbs, spinners, or similar <br />devices (except as allowed in Section 916.030C.5.a of this Chapter). <br />e. Portable signs (except in Section 916.030C.5.a of this Chapter) <br />f. Signs which are attached in any manner to trees, fences, utility poles, vehicles which <br />are parked or stored in a location so as to constitute an advertising display for more <br />than 24 hours, or any other such display, except for those signs found on fences <br />(inside) of baseball parks. <br />g. No sign shall display any moving parts, nor shall it be illuminated with any flashing, <br />fading, dissolving, blinking, or intermittent lights, nor shall it be animated. Exempted <br />are time and temperature information and barber poles. All displays shall be shielded <br />to prevent any light to be directed at oncoming traffic in such brilliance as to impair <br />the vision of any driver. No device shall be illuminated in such a manner as to <br />interfere with or obscure an official traffic sign or signal. <br />h. Roof signs erected after the effective date of this Chapter. <br />i. Any temporary off-premises sign, except as expressly allowed by this Chapter. <br /> <br />916.030 General Provisions <br /> <br />1. All signs shall comply with maintenance sections of the Minnesota State Building Code <br />as may be amended. <br /> <br />2. When electrical signs are installed, the installation shall be subject to the Minnesota State <br />Building Code as may be amended. <br /> <br />3. Regulations for Dynamic Signs. Based on studies related to the use of dynamic sign <br />displays and driver distraction, the City finds that dynamic signs, as defined by the zoning <br />Chapter, have a unique potential to create driver distraction, a major cause of traffic <br />crashes. As a result, the City has adopted special regulations that relate to such signs. <br />These regulations shall apply to all proposed dynamic signage in the City, whether new or <br />existing, conforming or non-conforming at the time of adoption of this Chapter. . <br /> <br />a. No dynamic sign shall have lettering smaller than the Letter Height listed in Table <br />916-1. <br />b. Dynamic signs shall have messages and static displays that change instantaneously, <br />and include a minimum eight-second hold time on images, do not fade, dissolve, blink,
