Dynamic signs shall not be permitted in any Residential zoning district and shall have <br />a buffer of 50 feet from any residential district. All dynamic signs shall be arranged <br />such that light is deflected away from any adjoining residential area. <br />d. Dynamic signs shall be no brighter than other illuminated signs in the same district and <br />not to exceed a maximum brightness of 0.3 foot candles above ambient light with <br />automatic dimmer control. <br />f. Dynamic displays shall be designed to freeze the display in the event of malfunction, <br />and the owner shall discontinue the display immediately upon malfunction, or upon <br />notice from the City that the display violates the City’s regulations. <br />g. Where access to the Minnesota Amber Alert technology is available, all applicants for <br />freestanding sign licenses employing electronic dynamic sign technology shall display <br />such messages as they are made available by the Minnesota Department of Public <br />Safety or other responsible agency. License applicants shall be required to submit <br />information from the State of Minnesota documenting the availability, or non- <br />availability, of such access as part of their license application. <br />h. Applicants for a dynamic display shall obtain a specific license for such display from <br />the City of Little Canada, and shall sign a form agreeing to operation of the sign in <br />conformance with these regulations. Violation of these regulations shall result in <br />forfeiture of the license, and the City shall be authorized to arrange disconnection of <br />electrical service to the facility. <br /> <br />4. No signs other than governmental signs shall be erected or temporarily placed within <br />any street right-of-way or upon any public lands or easements or rights-of-way. <br /> <br />Temporary Use of Portable Signs <br />(1) Temporary use of portable signs, window signs in excess of that established <br />below, and similar devices shall require a permit pursuant to Section 916.060 of <br />this Chapter. In no case shall permits exceed 4 in a calendar year, or a total of <br />120 days in a calendar year, with no more than 60 days of that allocation to be <br />used for non-banner temporary signage per business and/or tenant. If spotlights <br />are used in conjunction with temporary signs, such lights shall not be operated <br />for more than 5 days in conjunction with any single permit and shall be placed in <br />such a banner as to not constitute a traffic hazard. Said signs shall be at least 5 <br />feet from the property line. Temporary signs shall be removed from display <br />immediately upon lapse of permit.
