MINUTES <br />CITY COUNCIL <br />MARCH 27, 2024 <br />CONTAINS THE FOLLOWING. <br />• Approval of the Vouchers <br />The foregoing resolution was duly seconded by T. Miller <br />Ayes (3). Nays (0). Resolution declared adopted. <br />CALL FOR A PUBLIC HEARING FOR CONDUIT FINANCING ST. PAUL ACADEMY <br />The City Administrator explained tonight the Council is asked to consider calling for a public hearing <br />on this topic, which would then be held on April 24th. He explained that conduit debt was recently <br />added to the Finance Policy, although the City has been issuing conduit debt for other entities for some <br />time. He stated that on April 24th the City's bond consultant would be present as well as a <br />representative from the school to provide more details on the proposed project. He stated that the City <br />would not have any liability related to the bond or repayment, and the City does receive financial <br />benefit from this type of action. <br />T. Miller introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2024-3-3 7 — CALLING FOR A PUBLIC HEARING ON APRIL 24, <br />2024 AND A UTHORIZING PUBLICATION OF A NOTICE OF THE PUBLIC HEARING <br />The foregoing resolution was duly seconded by D. Resolution declared adopted. <br />LICENSE AGREEMENT WITH NORTHERN STATES POWER COMPANY FOR <br />THUNDER BAY/WESTWIND TRAIL <br />The Public Works Director provided additional details on the Thunder Bay/Westwind Trail and it <br />related regional trail connection. He noted a gap in the trail system and noted that they are working to <br />close those gaps. He noted that a license agreement is necessary to complete the work and has finally <br />been obtained. He explained the trail work that could now be completed. He stated that the contractor <br />has agreed to honor the 2023 pricing even though the work will be completed in 2024 because of the <br />delay in obtaining the license agreement. He stated that Xcel does have five parcels that it would like <br />to transfer to the City, noting that would come before the Council later this year. <br />Mayor Fischer commented that the trail projects will be helpful for pedestrians. D. Miller asked if the <br />trail would be mowed and maintained. The Public Works Director commented that one mower width <br />along each side of the trail is mowed on the west side, and on the east side they have the pollinator <br />improvements. <br />T.
