MINUTES <br />CITY COUNCIL <br />MARCH 27, 2024 <br />dynamic displays. He highlighted the benefits of using dynamic display in terms of an updated and <br />upgraded appearance, as well as increased opportunity for businesses to advertise. He stated that cities <br />and law enforcement are also allowed to share messaging on the signs. <br />There were no further comments from the public. Upon motion by T. Miller, seconded by D. Miller, <br />the public hearing was closed. Ayes (3). Nays (0). Motion adopted. <br />Mayor -Fischer -asked -what would be -missing to -al -low -these -changes. T-he-Co- mmunity-Development <br />Director explained that new billboards are not allowed and therefore existing billboards can remain as <br />a legal non -conforming use, but cannot be upgraded. She stated that the Planning Commission did not <br />discuss dynamic signs on billboards as billboards are currently prohibited. She stated that if that were <br />a desire, the Code would need to be updated to allow that upgrade. <br />Mayor Fischer asked if the Council should just take action on the items before it at this time and the <br />second matter could come back. The City Administrator stated that the Council could take action <br />tonight or could table this item and allow for additional work on another amendment to allow the <br />billboards to be updated to dynamic display. <br />Mayor Fischer acknowledged that this public hearing has already been closed and believed that there <br />should be a public hearing to consider adding dynamic display to billboards as people may have input. <br />D. Miller asked if there is a pressing need to approve the proposed amendment, or whether there would <br />be time to delay in order to consider the additional amendment. The Community Development <br />Director replied that there is not a pending application at this time. T. Miller suggested moving this <br />forward and if there are additional changes to consider, that could come back in the future. D. Miller <br />commented that he would also feel comfortable moving forward with the changes as proposed and <br />direct staff to continue work on the issue brought up tonight related to the dynamic display billboards. <br />The City Administrator asked if this process would be acceptable to Mr. Wyland and if so, could he <br />provide some sample language that he would want the City to consider and potentially also provide <br />examples of language used in other communities. Mr. Wyland agreed that would be a great process <br />and he could work collaboratively with staff. <br />T. Miller introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2024-3-35 — ADOPTING AN ORDINANCE AMENDING ZONING <br />CODE CHAPTER 916 — SIGNS AND APPROVING PUBLICATION OF SUMMARY <br />rf-VIONN, _� <br />The foregoing resolution was duly seconded by Mayor Fischer. <br />Ayes (3).
