MINUTES OF THE REGULAR MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />APRIL 10, 2024 <br />Pursuant to due call and notice thereof a regular meeting of the City Council of Little Canada, <br />Minnesota was convened on the 10' day of April, 2024 in the Council Chambers of the City Center <br />located at 515 Little Canada Road in said City. <br />Mayor Tom Fischer called the meeting to order at 7:30 p.m. and the following members of the City <br />Council were present at roll call: <br />CITY COUNCIL: Mayor Fischer, Council Members T. Miller, Kwapick, Gutierrez and D. Miller. <br />Absent: None. <br />ALSO PRESENT: City Administrator Chris Heineman, Community Relations Manager Laura <br />Linehan, Public Works Director Bill Dirks, and City Clerk/HR Manager Heidi Heller. <br />APPROVAL OF MINUTES <br />T. Miller introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2024-4-39 — APPROVING THE MINUTES OF THE MARCH 27, 2024 <br />REGULAR MEETINGS AS SUBMITTED <br />The foregoing resolution was duly seconded by D. Miller. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />ANNOUNCEMENTS <br />FAIR HOUSING MONTH PROCLAMATION <br />Mayor Fischer read the proclamation declaring April as fair housing month. <br />PUBLIC COMMENT <br />None. <br />PUBLIC HEARINGS <br />ON -SALE LIQUOR AND WINE LICENSE FEE INCREASE <br />The City Clerk stated that each year staff and the Council discuss whether to increase the liquor and <br />wine license fees. She stated that in 2006 the businesses were consulted, and the decision was made to <br />make small increases each year, in coordination with the levy increases, and provided background <br />information. She stated that the license fees have not been increased since 2019 and it was decided last <br />year that the Council would discuss the matter further and determine the best path forward. It was <br />decided to increase the fee by two percent each year, as that will allow the businesses to budget for the <br />increase and will also help to address the City costs. She noted that the process still involves a public <br />hearing each year and each business holding a license was notified of the potential increase and of <br />tonight's public hearing. She stated that she did not receive any calls or emails. <br />Mayor Fischer opened the public hearing for comments from the general public. <br />
