~L~RIH~ ~ ASS <br />Memo <br />TO: Honorable Mayor and City Council Members <br />FROM: Lee Elfering, City Engineer <br />DATE: May 27, 2009 <br />RE: Westwind Drive and Windrow Drive Improvements <br />This memo is to provide additional information on the cost implications of a full <br />bituminous section improvement of Westwind Drive and Windrow Drive. The original <br />project improvement was based on the method listed on the City's street management <br />plan and a review of the conditions this winter. Upon closer inspection of the pavement <br />condition this spring we feel that a more extensive pavement rehabilitation is necessary. <br />Nearly the entire length of Westwind Drive has more advanced cracking than originally <br />reviewed and the middle two thirds of Windrow Drive is in similar but slightly better <br />condition. In some areas we feel that the milling process will undesirably pull up the <br />bituminous that is to remain in-place resulting in more patching. In areas that do hold <br />together during the milling process we would expect significant reflective cracking <br />through the new bituminous layer in only a few years. Therefore, we have reviewed the <br />option of full bituminous removal and repaving to provide a more uniform and cost <br />effective rehabilitation of the streets. <br />The estimated cost presented to the residents at the time of the public hearing for the <br />mill and overlay of the two streets was $271,000 of which $135,000 would have been <br />assessable. This equated to an assessment per front foot of $23.97 and it was <br />determined that at those costs the project should move forward. Based on the bid <br />received and the amount of patching on the bid, the cost of the mill and overlay is <br />estimated at approximately $166,000 of which $83,000 would be assessable, equating <br />to an assessment per front foot of approximately $14.68. The new proposal for a full <br />removal and repaving of both bituminous layers is estimated at $206,500.00 of which <br />$103,250 would be assessable, equating to an assessment per front foot of <br />approximately $18.26. <br />Cost is always a concern with any project, but more important is the return that will be <br />seen for the money spent. It is our opinion that the uniform street section that will be <br />achieved by the full removal and repaving justifies the additional cost. The assessments <br />to the residents are still estimated to be approximately 24% lower than originally <br />proposed and the full paving will provide longer life than the mill and overlay <br />improvement.
