~L~~RING ~ ~SSU(I~T~S <br />ruua uouru <br />May 29, 2009 <br />File: 120121 E-0240 <br />Honorable Chair and Planning Commission <br />City of Little Canada <br />515 Little Canada Road East <br />Little Canada, MN 55117-1633 <br />RE: HUOT ADDITION <br />CITY OF LITTLE CANADA <br />Dear Planning Commission: <br />We have reviewed the most recently submitted package for the proposed Huot Addition <br />(previously Denny Claridge development) located in the northwest corner of the <br />Edgerton Street and Little Canada Road intersection. The submittal documents included <br />a preliminary plat, grading plan, utility plan, and drainage calculations all dated May 13, <br />2009. Based upon our review we would offer the following comments. <br />Grading Plan <br />1. The plan was not scalable at 1"=30' and therefore exact grades could not be <br />determined. Any future submittals should be scalable. It appears that some <br />slopes are in excess of the maximum allowed grade of 3:1 that was <br />recommended. <br />2. Multiple retaining walls are shown on the plan. The wall proposed for Lot 1 <br />should have top and bottom of wall elevations noted. In addition, several of <br />the walls are proposed to exceed 4-feet in height. Retaining wall plans <br />signed by a licensed engineer will be required prior to final approval. <br />3. The ponding area on the north end of the development is proposed to pipe <br />discharge to the north. Rip rap should be added at the outlet to protect <br />against erosion. <br />4. Based on the disturbed area the Ramsey Washington Metro Watershed <br />requirements and permit along with a NPDES permit apply. <br />5. A swale will be required along the back of the house proposed at Lot 5 to <br />direct water away from the foundation. <br />6.
