Architectural Review <br />As a franchise, Culver's has a preferred building design and layout. Building elevations <br />have been submitted, which propose utilization of brown cultured stone with stone sill <br />trim pieces as accents. It is not clear what the majority of the exterior building faces will <br />be constructed with, except that they are proposed to be a light brown color. In <br />addition, blue canvas awnings are proposed above the windows, which are in <br />compliance with the Architectural Guideline policies. <br />Comprehensive Sign Review <br />Feeestanding Signs. As shown on the submitted site plan, a monument sign is <br />proposed in the southwest corner of the site. According to a colored elevation <br />submitted, the sign is proposed to be 15.32 feet in height and 11.17 feet in width. It is <br />composed of an oval blue and white sign (11.17 feet by 7 feet) with "Culver's Butter <br />Burgers & Frozen Custard" at the top; a 30 square foot electronic board below the <br />Culver's sign; and a brick base on the bottom. The approximate total sign square <br />footage is 108 square feet. A second monument sign is proposed on the northwest <br />corner of the property. According to a colored elevation drawing submitted, the sign is <br />proposed to be 8 feet in height, with a sign surface of 32 square feet, and a total square <br />footage of 64 square feet. It is proposed to be backlit with white letters and a colored <br />background. The total square footage of the freestanding sign surfaces exceeds that <br />which is allowed (115 square feet) for the proposed sized building. However, through <br />the PUD standards, the City is allowed to deter from these requirements. <br />According to the Ordinance, each principal building within a PUD shall be allowed one <br />freestanding sign. Although two freestanding signs are proposed on this lot, staff would <br />like to note that the City's Architectural Guidelines have a strong preference for <br />monument-style sign design in the Rice Street -Little Canada Road area. The City has <br />flexibility in approving deviation from this requirement, and the total square footage <br />requirement, based on the design of the signs. If the second freestanding sign is <br />permitted, it should replace any freestanding sign that would have been allowed for the <br />future building. <br />Menu Boards. A 23.58 square foot "pre-sell" menu board is proposed to serve the drive- <br />through lane, and a 45.6 square foot menu board is proposed north of the pre-sell <br />board, both located to the east of the building. A 30 square foot building sign is also <br />proposed, as indicated on a sign elevation submission. The building elevations <br />proposed a wall sign on all four exterior elevations of the building. <br />Directional Siqns. The site plan proposes 6 total directional signs: one drive-thru sign; <br />one do not enter/thank you sign near the northern access; and anon-specific directional <br />sign at each of the southern accesses. Details regarding the direction signs have been <br />submitted: they are proposed to be 3.67 feet in height with blue and white oval signs <br />that are approximately 2.3 feet in width. <br />Wall Siqns. The Ordinance lays out specific requirements for wall signs and <br />freestanding signs in business districts and allows for additional wall sign area for <br />5 <br />
