Being the subject building fronts on three rights-of-ways, staff <br />feels that the proposed wall signage (one sign per exterior elevation) is okay in relation <br />to the street frontage. <br />Summary and Recommendation <br />The proposed restaurant is generally consistent with the Comprehensive Plan, the Rice <br />Street/Little Canada Road Redevelopment Plan, and the provisions of the City's zoning <br />ordinance. As such, our office recommends approval of the Preliminary Plat, PUD <br />permit, Architectural Review, and Comprehensive Sign Review, subject to the following <br />conditions: <br />1. The City Engineer shall approve the northern access and easternmost southern <br />access widths of 36 feet. <br />2. The northern access is located across Lots 1 and 2. To accommodate this <br />condition, a shared access agreement should be executed between Lots 1 and 2. <br />This issue should be subject to further comment by the City Attorney. <br />3. The drive-through area and provided maneuvering space shall be subject to <br />comment by the City Engineer. <br />4. The number of parking stalls provided does not meet the required number by <br />Ordinance. To accommodate this condition, a shared parking agreement should <br />be executed between Lots 1 and 2, and subject to further comment by the City <br />Attorney. <br />5. Staff recommends that the Gold Mound Spirea proposed to serve as screening <br />from the parking lot shall be replaced with shrubs that meet the minimum <br />requirement of 3.5 feet. <br />6. A shrub taller than the proposed Neon Flash Spirea (at least 3.5 feet in height) <br />shall be located in the areas intended to screen the parking lot. <br />7. The plantings at the Rice Street intersections (Market Drive and First Bank Drive) <br />should not encroach into the required 30 foot traffic visibility triangle. <br />8. A revised Lighting Plan indicating the foot candle readings at the center line of <br />each street, and that which meets the Ordinance requirements, shall be <br />submitted. <br />9. Loading and delivery information should be identified on the site plan. <br />10. Issues related to site grading, drainage and utilities should be subject to <br />comment and recommendation by the City Engineer. <br />6 <br />
