STAFF REPORT

TO: Mayor Fischer and Members of City Council

FROM: Heidi Heller, City Clerk/HR Manager
Laura Linehan, Community Relations Manager

DATE: May 8, 2024

RE: Ordinance 897 Amending Elected Official Salaries

ACTIONS TO BE CONSIDERED:
Staff is requesting City Council consideration of three options to address Mayor and Council Member
salaries:
• Option 1: No Change.
• Option 2: Approve Ordinance 897 (Option A) amending City Code Chapter 204.010 for January
1, 2025, and increase the salaries of the Mayor and Council Members to: Mayor $7,500 per year
and Council Members $6,000 per year.
• Option 3: Approve Ordinance 897 (Option B) amending City Code Chapter 204.010 for January 1,
2025, and increase the salaries of the Mayor and Council Members to: Mayor $7,500 per year and
Council Members $6,250 per year.

BACKGROUND:
On October 10, 2018, the City Council approved a salary increase for the Mayor and Council members.
Before changes were approved in 2018, salaries were $6,500 per year for Mayor and $5,700 per year for
Council Members. The approval of Ordinance No 831 increased salaries starting on January 1, 2019, to
$6,700 per year for the Mayor and $5,850 per year for Council Members. Prior to 2018, salaries were
adjusted in 1997, 2009, and 2015. Council salaries have not been revisited since 2018.

State Statute requires that a salary increase be adopted prior to the next municipal election, which will
occur on November 5, 2024. Additionally, an increase must be adopted by ordinance.

Staff reviewed the City Codes of the following communities for information regarding Mayor and
Council member salaries. Communities were contacted for salary confirmation for City Codes that did not
list a formal salary. The communities include the City of Little Canada’s standard comparable community
list for research and the benchmark communities utilized for the adopted 2022 Compensation Study. Data
was located for all surveyed communities outlined in Table 1.

Table 1: Surveyed communities
Arden Hills* North Saint Paul
Lake Elmo Roseville*
Mahtomedi Saint Anthony
Maplewood* Shoreview*
Mendota Heights Vadnais Heights*
Mound *Little Canada standard comparable community
Benchmark community from 2022 adopted compensation study
