McGraw acknowledged that Johnson would likely <br />lose a lot under the new standards, and that this was a tough call. <br />It was noted that while Johnson is not present this evening, he did receive <br />a copy of the staff report relative to his request. <br />Keis as]<ed if Johnson has already dedicated park land to the City as part <br />of the platting process. The City Administrator replied that he had not. <br />Keis noted that an extension would likely not be an issue if the City's <br />platting standards had not changed. McGraw questioned the <br />reasonableness of continuing to ask for extensions, pointing out that times <br />change, and the need to change with the times. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2009-G-128 -DENYING THE REQUEST OF PAT <br />JOHNSON FOR PRELIMINARY PLAT AND VARIANCE <br />APPROVAL EXTENSION FOR CANADIAN WOODS BASED ON <br />THE FACT THAT SEVERAL EXTENSION HAVE ALREADY BEEN <br />GRANTED, THAT THE CITY HAS NOW AMENDED ITS R-I <br />PLATTING STANDARDS TO BETTER REFLECT THE <br />CHARACTER OF THE SURROUNDING AREA, AND IT IS THE <br />COUNCIL'S POSITION THAT A REPEAT OF CANADIAN WOODS <br />SHOULD BEHELD TO THE NEW PLATTING STANDARDS <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (3). <br />Nays (1) Montour. Resolution declared adopted. <br />CANABURY The City Administrator reported that the City has received applications <br />CONDO & for the deferment of I•IIA fees from one property owner in the Canabury <br />FLEUR Condominiums and from three property owners in Fleur Royale. These <br />ROYALE applications meet the standards necessary for deferment. <br />HIA <br />INTERFUND The Administrator further reported that given the level ofpre-payments <br />LOAN AND of I-IIA fees, it will be possible to finance the Canabury Condo HIA fees <br />FEE with Ramsey County's 2% money. A portion of the Fleur Royale HIA <br />DEFERMENTS fees will be financed with the County's money as well, and the <br /> Administrator reconunended that the City finance the rest through an <br /> internal loan. The portion financed by the City ($132,845.40) would be at <br /> a 6.2% rate. Blending that rate with the County's 2% money results in a <br /> 3.54% financing rate for the mipaid HIA fees. <br />Keis asked about the City's ability to do an internal loan given the impact <br />of the State budget crisis.
