MINUTES <br />CITY COUNCIL <br />JUNE 10, 2009 <br />PUBLIC The City Administrator reviewed the Public Works Superintendent's <br />WORKS report dated .Tune 3, 2009 outlining ten potential sites for a new Public <br />GARAGE Wor]<s Garage. The Administrator noted the City's struggles in coming <br />SITE up with an appropriate site. He also indicated that he was not sure <br />RANKINGS whether any of the sites outlined in the report are readily available. Issues <br /> of concern relate to putting an existing business out of business, soil <br /> conditions, screening issues, and compatibility with surrounding uses. <br /> The Administrator noted that the Fra-Dor site may have the most potential, <br /> but it may be a number of years before that site is available. Keis noted <br /> that the Fra-Dor landscape site may be an option. The Administrator was <br /> not sure that Fra-Dor would be willing to sell that property. Blesener also <br /> noted that there are soil concerns with the Fra-Dor site. <br />McGraw suggested that a spreadsheet be put together ranking each site on <br />a number of criteria. McGraw felt that this process may call out the top <br />two or three sites. McGraw felt one important criteria is the development <br />potential of the property and area with and without the Public Works <br />Garage. <br />T'he Council had some general discussion of various criteria such as <br />location and accessibility, the need to use eminent domain to acquire a <br />site. The Administrator suggested that each Council Member submit their <br />suggested criteria factors to the Public Works Superintendent. He will <br />then compile the spreadsheet. This agenda item will be scheduled for <br />consideration at the July 8°i Council meeting. <br />PREPAYMENT The City Administrator indicated that given the use of County dollars and <br />OE HIA FEES an internal City loan to finance the Canabury Condominium and Fleur <br />Royale HIA fees, it is possible to allow for the prepayment of HIA fees. <br />The Administrator noted that if the Council is agreeable with allowing <br />prepayments, it will be necessary to amend the HIA ordinances for these <br />two condominium projects. <br />McGraw indicated that Fleur Royale would like the ability to prepay. <br />Keis questioned whether or not this would be a fairness issue given that it <br />would not be possible to allow prepayments for those HIA projects <br />financing via a bond issue. <br />The Administrator noted that the prepayments can be allowed given the <br />County and City funding of the project. However, when bond issues are <br />sold, the City would need the revenue stream to support the bond <br />payments. One option would be to charge an increased interest rate on the <br />HIA fees to provide enough revenue to support bond payments in the <br />
