To accommodate the accessory caretaker apartment, the following approvals are <br />necessary: <br />1. Zoning Ordinance Amendment. A zoning ordinance amendment to add "self <br />storage facilities" as a conditional use in the B-3, General Business District. <br />Caretaker apartments would be allowed as an accessory to the principal use (self <br />storage facility) subject to various conditions outlined in the amendment <br />provisions. <br />2. Conditional Use Permit. While the preceding amendment provides the means to <br />allow the proposed activity, the processing of a site specific conditional use <br />permit is necessary. <br />Analysis <br />Zoning Ordinance Amendment <br />The purpose of the "B-3", General Business District is to provide for the establishment <br />of commercial and service activities which draw from and serve customers from the <br />entire community or region. <br />Presently, the B-3 District does not make an allowance for self storage facilities. To <br />make an allowance for such activity, it is necessary to amend the district provisions to <br />list "self storage facilities" as an allowed use. Considering the potential for impacts as <br />well as to ensure public input, it has been suggested that such activity be allowed as a <br />conditional use in the district. <br />While not specifically referenced as "self storage facilities", the City's B-W, Business <br />Warehouse and I-1, Light Industrial district allow "warehousing" as a permitted use. <br />As part of the consideration of the proposed use, a survey of neighboring communities <br />was conducted.
