As shown above, most neighboring cities limit self storage facilities to industrial zoning <br />districts, either as permitted or conditional uses. The City of Maplewood does however, <br />allow storage buildings in their B-C, Business Commercial District as a conditional use. <br />Only the City of Roseville presently makes an allowance for accessory caretaker <br />apartments on a case-by-case basis. Some communities in the metro area do permit <br />caretaker apartments -the attached amendment is drawn from those examples. <br />The draft amendment would formally establish self storage facilities as a conditional use <br />in the B-3 District. As previously indicated, the amendment provides the mechanism to <br />consider the proposed caretaker apartment as an accessory to the self storage activity. <br />Action on the B-3 District amendment must precede action taken on conditional use <br />permit which would be specifically applied to the subject property. <br />The draft amendment includes a set of conditions which would apply to new self storage <br />facilities and would establish the existing self storage facility as an allowed use in the B- <br />3District. Included in the conditions are specific standards which would apply to <br />accessory caretaker apartments. The acceptability of the conditions (listed below) <br />should be evaluated as part of this application. <br />Building location. No buildings shall be located closer than 28 feet to each other to <br />allow for parking, loading, driveway and fire lanes. <br />2. Snow storage. Adequate space is provided for snow storage as determined by the <br />City. <br />Fire protection. All storage buildings shall be subject to fire protection <br />requirements as determined by the Little Canada Fire Department, including but <br />not limited to, fire hydrants, fire lanes, sprinkler systems and firewalls. <br />4. Driveways and parking area. All driveways and parking areas shall be hard <br />surfaced with concrete or asphalt and provided adequate turning radius for vehicle <br />maneuverability. Parking spaces shall be striped. <br />5. Caretaker apartment. If an "on-premises" caretaker dwelling unit is provided on <br />site, construction of such dwelling unit shall conform to all design standard <br />regulations for multiple-family dwelling units of the Minnesota State Building Code <br />and the Little Canada Zoning and Building Codes. Two off-street parking spaces, <br />including one garage stall shall be provided for the caretaker dwelling unit. Such <br />unit shall be occupied by no more than two persons. <br />6. Building appearance. All structures should meet the City's Architectural <br />Guidelines for building materials and site improvements. <br />Prohibited uses. Any and all commercial, industrial or residential use other than <br />storage is prohibited within the self storage facility. <br />
