Basic Service Requirements <br />Civil Attorney <br /> <br />Basic services for this proposal include those legal services generally understood within the field of <br />municipal law to fall within the category of “general counsel” work and shall include but not be <br />limited to the following: <br /> <br />1. Attend all City Council meetings and work sessions as requested and other City Board, <br />Commission or Committee meetings as requested by the City Council or City <br />Administrator. City Council meetings are held on Wednesdays beginning at 7:30 p.m. <br /> <br />2. Draft and review ordinances, resolutions, and correspondence, as requested. <br /> <br />3. Review Council and Planning Commission agendas, backgrounds and minutes as <br />requested. <br /> <br />4. Advise Mayor, Council Members, City Administrator, Department Heads and other staff <br />on city legal matters. <br /> <br />5. Prepare and/or review municipal contracts, agreements, and/or leases concerning public <br />improvements such as development agreements, joint powers of agreements, <br />construction, telecommunication leases and purchase of equipment. <br /> <br />6. Participate in meetings and discussions as requested to provide legal analysis, options, <br />and risk assessment of specific subject matters. <br /> <br />7. Assist staff in processing licensing violations, administrative fines and suspensions, <br />public nuisance abatements, including implementation of administrative review <br />procedures. <br /> <br />8. Represent city in matters related to the enforcement of city building and zoning codes. <br /> <br />9. Provide advice on public employment matters and labor relations. <br /> <br />10. Advise and assist staff as requested in the development of Requests for Proposal and <br />formal bid documents. <br /> <br />11. Research and submit legal opinions on municipal or other legal matters, as requested by <br />City Council or City Administrator. <br /> <br />12. Meet with the City Council, City Administrator, Department Heads and city staff, as <br />needed, to review Council agenda items, and the status of all legal matters before the <br />city. <br /> <br />13. Provide legal briefings as requested to City Council and staff regarding new or proposed <br />legislation, matters impacting zoning or new court cases affecting municipal operations <br />and activities.
